    Some of the instructions don't use tack strips and force the carpet into the corner of the tread and riser, using a kicker or bolster, and staple it there and then staple under the tread nosing. For some reason I don't want to use a tack strip.

    The edges of the stairs that are cupping typically have less holding them than the flooring in the room and would be more sensitive to a difference in humidity above and below......I'd vote for the a/c as the culprit.

    How about keeping the boards as in the left picture and installing a transition to cover the edges of the boards and the edge of the tile?
