Carpet Padding Question for Noise Reduction: Are These Products A Good Choice?

Hello Folks,
I live in NYC in a pre-WWII apartment building with wood flooring/subfloor/joists. I wish to install carpet/padding to reduce noise from the uncarpeted room above: footfalls with shoes (in the middle of the night ... and when done walking the shoes are thrown onto the floor! Just one person lives above weight approx.130lbs but in hard shoes at 3:00am walking all around it's a noise issue) and music. I'm looking for the best bang for the buck ($1k - 1.5$ tops) for carpet and padding installation.

I realize that sound transmission and remediation can be complex, nevertheless at the very least I believe this will remediate the noise of walking around in shoes directly on wood floors during the night. If it can also handle some of the music that's great (and I think at the very least some of the room's sound reflections on hard surfaces will be reduced and absorbed by the carpet).

I went to Home Depot (based on convenience) and ordered some carpet and a pad (foam) sample based on the CSR's recommendations (see pics and specs below). I'm not sure of the expertise of the sales associate which is why I've come here seeking some direction and opinions. It seems that the padding is crucial. Some research suggests that felt may be better for this application and in at least 8lb density.

What about the 7/16" foam in 3lb density that the sales associate suggested (see specs below)?

It appears to be a good choice but I've never seen it since there are no box stores here.
I've never heard of anything less than 4 1/4 lb pad. For rebonded foam pad, you'd want 7 to 8lb. In the rebond foam category, 4 1/2 would be lower than apartment grade.... crap.
The LifeProof is on a different level of composition and construction, so that would explain why it confuses me. It's not rebound and it's not cheap.
I've never looked at sound transmission data, so I'm not much help.
An STC of 60 looks good according to this.
