Fir floor problem

I reapplied water-based polyurethane to my floor and had a couple of areas like this show up. I sanded them down and applied Minwax Golden Pecan, which seems to be the floor color, but it has no effect.
Any suggestions?

Is that finish that’s peeling? I see cloudy spots. I’m assuming this is an existing floor that was finished some time (years) ago that you are now currently applying another layer of finish to?
