No, not really. What are you planning on doing with it? Restoring the hardwood floors? If so, you've probably already created about 4 different problems with what you've tried.
Adhesive remover is solvent based, which is now soaked into the wood which will cause stain/paint/urethane to dis-bond. Goo gone is basically kerosene with citrus oil added to mask the smell, another solvent based bond breaker soaked into the wood. Vinegar is highly acidic which can affect water-based stains/paint/solvents. Steam forces moisture in the form of vapor (gas) deep into the pores of the wood. You can probably guess that's not a good thing either.
I'd also add that by looking at the gapping occurring between the boards, this floor has been sanded previously to the point that you're well into the tongue-and groove system. Further sanding is going to make that gapping worse.
You might be able to try screening (google sanding vs. screening) it, but it's pretty gapped. Maybe wood filler if you can get it to bond, but it's going to look pretty rough either way I'm afraid.
I'd say a prayer and cover that mess up and underlay over it and put in a new floor. Unless of course you like the 1800's prairie home rough sawn plank looks of little house on the prairie.

Then go have a beer. What is that substance ? Is it rubber / clay carpet padding ? Recently someone posted a cleaning / removal trick, but I don’t remember what it was.

I think screening is the way to go. Be sure to buy plenty of screens because that stuff will gum them up. You also have to think of dust containment since that will make a mess real quick.
Maybe you could try some of the abrasive pads if a screen is too much.

I'd recommend lots of beer. Try different kinds.I've tried adhesive remover , goo gone, vinegar. steaming. Is there anything else I could use to get this up without having to sand. I'm not looking for perfection just improvement.thanks for any and all help or suggestions.
