Subfloor over subfloor or start from scratch?

Existing subfloor is 24" on center and 23/32" OSB. The finished floor will be LVP.

The two problems with existing subfloor:
1. The OSB boards were originally tongue and groove but were pulled up hastily after the room flooded and the 'tongues' were destroyed but the same boards were used when the subfloor was put back together. So of course there is flex at many of the seams.
2. No construction adhesive was used when the subfloor was put back together.

One side of the room the subfloor is super solid. The other side half of the seams flex. My question, do I pull up the existing and start from scratch or would a second subfloor negate the two problems with the existing subfloor?
 
If it’s just one room I would be inclined to pull it up and squirt some subfloor adhesive on the joists then drop the panels back down and fasten them. This will help to eliminate squeaks. You’ll appreciate that at a later date. As far as the panels with broken T&Gs, you could scrap some 2x between the joists where the problem seams are to deal with the movement.
