Nuthin I know of. But the first question that comes to mind is why is there so much Kilz on the substrate? Could it be soaked with pet urine?

You do know that using any stripper will get into the substrate possibly causing a bonding issue.

Sounds like a job for a scrapeaway machine. Unless you enjoy hard manual labor.

Is this a wood or concrete substrate?
Are you going back with vinyl tile or ceramic tile?

If the substrate is concrete scraping off the Kilz shouldn't be a big deal. If the substrate is wood you wouldn't want to apply ceramic tile directly to wood anyway. If it is wood...the tile-backer can probably be applied over the Kilz without any problem assuming cement board is being used. Cement board does not have to bond to the substrate with the thinset, the fasteners do that. Cement board won't care that there is Kilz on the floor.:)
