Manning said she refuses to testify because she objects to the secrecy of the grand jury process, and already revealed everything she knows at her court martial. The judge ordered her to remain in jail until Manning testifies or until the grand jury concludes its work.[9]

As far as Trump's income tax, I read that there is a federal law that requires presidents to release them if a committee asks for them. Legally, the IRS has to turn them over. Trump is the first president since Nixon to fight it.
