Questions on using leveler over concrete slab

From YouTube ive seen, leveler gets applied to the entire room (on concrete slab). In what circumstances can leveler be applied to a fraction of the room?

Also, how long should I wait before the moisture content stabilizes before engineered floor can be installed?

I do low spots all the time over concrete with SLC. Just did a few spots today in a hallway.
Screed it flat with a 6ft metal screed. Use primer first. There are some quick set SLC but rule of thumb for gluing to it is 12 hours in a dry climate. 24 in a humid climate.
Since it sets very smooth one should hang around until its setting and drag a broom over the it. Light broom finish is what your going for so the glue can grab.
For floaters it's not an issue.
 
Never heard of brooming it. Figured self leveling concrete designed for flooring were designed to accept adhesive.
............ that said, it's an interesting idea.
