Could be the risers can be bought like that Hi? Or a artist painted it, and he put the treads on later .
 
Anything built with Mexican tile is great. I've seen concrete floors with an occasional Mexican tile inset and it looks great. Stuff is getting pretty expensive though.

Yes the old mexican cement hand painted fired tiles are making a big come back too. For awhile you couldn't find them.

I covered up a room in a house recently that had them but we floated it so it could be saved. What a surprise when someone down the road yanks that wood floor out. I've nailed tackstrip in some and installed crapet over them. Nuts!

Why would anyone want to cover up something like that . They are expensive .

Top pic the guy wanted wood to match his village plank in the rest of the house. I tried to talk him out of it.
Bottom pic is a church.
 
Ie70% of the tile in this kitchen i demo'd came off in full tiles. All the thinset stuck to the slab. So i had some SLC with me and finished it off with 6 dollar thinset. Ground and feathered the edge down. Save me hours of grinding or chipping.
Floating some HallMark wood in there.
