Zan, the blue tape marks the places where you would stand if you wanted to fall through the floor. The homeowner put those there so that any guests would know not to step there. Do not step, was written on the tape.
One of the first things I did before doing any work was to open the access panel outside, crawl under the house and pull down some insulation so that I could have some rough idea how extensive the damage was and if it included the floor joists. The joists were perfectly fine. The job would have been a lot easier if the heater was removed and all the boards were removed from the wall. Initially I was going to unwire the heater and get it out of the way then take off some window trim and remove a few boards. The heaters wire terminals are a little bit corroded so I decided not to mess with those at all. This home is right on the bluff above the beach so the salt air eats everything. I'm going to suggest to the homeowner, that they have an electrician come in and look at the heaters to be sure they're all safe. The whole house has these oil-filled Intertherm heaters.
